
Dr. Charles Williams is the Group Leader of Lawrence Berkeley National Laboratory’s Sustainable Federal Operations Group. He is Laboratory Lead for all Federal Energy Management Program activities at LBNL, and also directs the FEMP Finance Program (UESC, ESPC and PPA) team and New and Underutilized Technologies programs at LBNL. Dr. Williams has a BA, Masters and Ph.D. in Political Science, with emphasis in Public Policy Analysis and Public Administration. He has over thirty years of professional experience in energy policy analysis and energy efficiency applications, including thirteen years as Director of Energy Management for the City of Chicago, three years with a Fortune 500 energy services company, and sixteen years at LBNL. Dr. Williams oversees RD&D activities at LBNL focused on use of performance contracting and alternative financing for federal government facilities, and deployment of new and emerging technologies in the federal sector.
