Philip E. Coleman is a research analyst and program manager in the Sustainable Federal Operations Group at Lawrence Berkeley National Laboratory, but is also affiliated with the Electricity Markets and Policy Group.  Phil deploys federal programs and conducts research and analysis on dynamic pricing, demand response, and the ESCO industry.

Phil is the author of eight publications covering topics related to public sector energy efficiency.  As part of his international work, he has advised the governments of Mexico, Chile, and India on energy efficiency issues.  In 2009, he was a member of an international group of experts, sponsored by the Asia-Pacific Economic Cooperation (APEC), that advised the Chilean government on its energy conservation strategies in the wake of an electricity supply shortage.

Phil is also the president of aFewSteps.org, a non-profit environmental group in Delaware County, Pennsylvania.

Before joining the lab in 1996, Phil worked at Engelhard/ICC, a manufacturer of desiccant air conditioning equipment, and Wirtshafter Associates, an energy consulting firm.

Phil has a Master of Science in energy management and policy from the University of Pennsylvania and also holds the Association of Energy Engineers’ Certified Energy Manager (CEM) and Certified Measurement and Verification Professional (CMVP) designations.
