This first part of this talk, Dr. Igor Shubin, the Director of the Institute and a Governmental Award Winner, will describe the Research Institute for Building Physics at the Russian Academy of Architecture and Construction Science.   His colleague, Vladimir Smirnov will assist him with translating his presentaion into English. The second part of this talk will be presented by Dr. Alexander Spiridonov, and he will describe the current situation in Russia regarding energy conservation in construction, and fenestration.
