The National Mission for Enhanced Energy Efficiency (NMEEE) is one of the key components of the Prime Minister’s National Action Plan for Climate Change in India. The Perform-Achieve-Trade (PAT) is a mechanism which seeks to improve the energy efficiency of energy intensive industries. In this presentation, an overview of NMEEE and PAT will be provided. The major elements of PAT will be described including the suggested technical methodologies, indicators and components of the trading mechanism. The presentation will focus also on the specific technical and M&V challenges that exist and how the above elements are being evolved in a consultative manner to enable effective implementation of the PAT mechanism for the Cement Industry. An overview of tools designed and being used specifically for policy implementation and Industrial EE planning will be discussed.
