The deficit in electricity supply continues to be a challenge in India's power sector – with peak power deficit of 16.6% and an energy shortage of 9.9%, aggravated in part by transmission and distribution losses of about 27%. The Planning Commission of India estimates that there is a need to increase the electricity generation capacity to 800 GW by 2030 (from 160 GW at present) in order to meet India's growing demand fueled by its rapid economic growth. In this context, end use efficiency assumes a great deal of significance in India. Buildings, which account for approximately 30% of the overall electricity consumption in the country, and is one of the fastest growing sectors, merit special attention. The presentation will provide an overview of ongoing efforts under the USAID ECO-III Project (flagship US-India bilateral program in the field of energy efficiency in India), in collaboration with the Bureau of Energy Efficiency. Salient topics to be covered in the presentation will include: building energy code implementation efforts, commercial building energy performance benchmarking initiative, institution development - regional energy efficiency centers and energy efficiency association, several state level implementation efforts - municipal energy efficiency project, load research, and energy conservation action plan development, and short- and long-term capacity building efforts to facilitate skills development and professional enhancement. The presentation will conclude with a thought-provoking discussion on the continuing opportunities and challenges and some insights on building an organization and developing partnerships and collaboration for successfully implementing energy efficiency programs in India.
