Description: From environmental externalities, to learning by doing, to the value of "energy independence", economic arguments are frequently made for and against government intervention in the energy markets. But the application of economic concepts often reflects advocacy more than analysis. Borenstein will discuss the economic foundations of market failures and the need for government policy, and will address some of the subtle economic misinterpretations that are common in the current energy debates.
