
The developing countries have rejected caps, yet they contribute half the emissions, and their half is growing about seven times faster than the industrialized half. The Kyoto Protocol has failed, and needs an upgrade. Carbon taxes lack the properties of caps that offend developing countries. Flexible pricing allows nations to fulfill climate commitments with either carbon taxes or caps. This talk presents a specific mechanism that enforces a global carbon price with financial incentives that help poor countries comply, and that is cheaper and more effective than international offsets or other subsidy programs.
