This informal workshop will provide a brief overview of the current practices for quantifying the total, net, aggregate, long-term energy savings from publicly-funded energy efficiency programs at the national and state levels (including proposals in the EU). It will conclude with a discussion of alternative methodologies that have the potential to add credibility to the energy efficiency movement.
