
Germany’s Green Party realized over a year ago that “the EEG [Germany’s renewable energy law] won’t do anything for the climate anyway.” The problem is that, as long as the carbon cap works, carbon emissions will equal the cap, so standards and subsidies cannot reduce carbon emissions. Standards for buildings, appliances, renewable electricity, and fuel efficiency will all suffer the same fate. As Spiegel Online put it, they won’t reduce carbon emissions “by even a single gram.” Other consequences of this paradox may be more problematic.
