According to the 11th Five-Year Plan (2006-10), China's energy consumption per unit of GDP will be cut by 20 per cent, major pollutant emissions reduced by 10 per cent, and forest coverage raised to 20 per cent from 18.2 per cent. In order to fulfill these targets, Shanghai, especially the Shanghai Expo, have the responsibility to show the solution is energy conservation and demonstrate an ecological and healthy Shanghai.
