Poorly designed regional carbon emission markets thwart conservation inside and promote dirty coal emissions outside the capped region.  This noon hour discussion will address two questions:  - How can we make sure this does not happen in states like California and Oregon, that are planning carbon emission markets right now?  - What can UC Berkeley and LBNL do to assist intelligent design of these markets?
