
Many buildings do not perform as their designers intended ... but the designers don't know as they move straight on to the next project. Hence chronic problems persist, innovations miss their target, and emerging issues are not noticed until they become acute problems. Owing to a dearth of performance measurement and feedback, successes are not noticed either, so designers can also strive to improve things that are already OK. The European Union has mandated building energy certification, starting in 2006. Certificates may include both "asset ratings" of the theoretical performance of the design and "operational ratings" of the building in use, together with recommended improvement measures. Will this help to close the credibility gaps between expectations and outcomes? Will it increase the interest in other aspects of building performance too?
