How do we bring water and energy conservation initiatives together? What are the local public policy drivers? How far can we go with water conservation? What are the institutional, financial, and market changes needed to move toward a sustainable water supply? What's happening in Marin County and at the Marin Municipal Water District (MMWD) provides a useful perspective for examining issues, barriers and opportunities that are both unique to communities and common to water districts everywhere. MMWD imports 25% of its supply from the Russian River, is subject to severe shortfalls from drought, and is actively considering desalination. While water conservation is considered the first choice for new supply, water district engineers don't know how much more can be done. New approaches are being proposed in Marin to address these issues.
