
This talk will focus briefly on the background of this project showcased as the biggest foreign direct investment in India. It will discuss the issues in conflict between the Dabhol Power Corporation, the Indian subsidiary of troubled Enron Corporation on the one hand, with the Maharashtra State Electricity Board, the State Government of Maharashtra and the Government of India on the other, the current state of the litigation involved, and the lessons learned from the project.Mr. Venkat Chary was a Former Commissioner of the Maharashtra Electricity Regulatory Commission, Mumbai, India. He has served in very senior positions, including as "Finance Secretary" for Maharashtra. He was quite active in MERC's recent decisions on Enron, and other rate decisions that have been quite courageous.
