California Electric Deregulation: What have we learned, and what lies ahead?

In 1995, the California Public Utilities Commission (CPUC) adopted a policy to deregulate the sale of electricity in California, resulting in direct retail competition.  Commissioner Conlon has been a leader at the CPUC in advocating competitive market solutions for industries where there are a sufficient number of competitors.  He is the coordinating commissioner for the CPUC's electric restructuring effort and was deeply involved in the development of the present restructuring policy.
